Resources, Policies, and Agricultural Productivity in Sub-Saharan Africa

Although agricultural productivity remains lower in Sub-Saharan Africa than in other developing regions, it has improved in some Sub-Saharan countries. To determine why, the study examined the roles of agricultural research, policy reorganization, labor force education, the presence of armed conflict, and the spread of HIV/AIDS in enabling or constraining agricultural productivity growth.

Keywords: national agricultural research systems, technology adoption, returns to research, structural adjustment, total factor productivity (TFP), CGIAR, international agricultural research
