(including all eligible crops) and separately for five key
commodities: corn, soybeans, wheat, upland cotton, and rice.
Additionally, viewers can explore the total enrolled acreage for
these programs as a share of all cropland acres (an indicator of
how much cropland in a county benefitted from the DCP program) as
well as the key commodity enrolled acreage as a share of planted
acres for those crops on farms participating in FSA farm programs

marketing loan benefits (MLB) (including marketing loan gains, loan
deficiency payments, and certificate exchange gains) and the value
of loans made on production in a county through the Marketing
Assistance Loan Program. Both benefits and value of loans made are
displayed as totals (including all eligible crops) and value of
loans made data are also displayed for five key commodities: corn,
soybeans, wheat, upland cotton, and rice. Additionally, viewers can
explore the totals as a share of cropland acres (an indicator of
how much cropland in a county benefitted from the marketing
assistance loan program) and the key commodity values as a share of
planted acres for those crops on farms participating in FSA farm
programs (an indicator of the extent to which producers of these
commodities participating in FSA programs took marketing assistance
loans on their crops). [Note: Some marketing
assistance loans are made through cooperatives; county location
data for these loans are not readily available, and they are not
included in the Atlas at this time. As a result, the map may
underreport the value of loans made to some counties. Also note
that the county location of loans made is the county in which the
commodity collateralized under the loan is stored.]

program year levels of CRP payments (including rental, cost-share,
and incentive payments) and enrolled acres, as well as payments per
enrolled acre (an indicator of the relative value of CRP contracts
in a county). Viewers can also explore the number of acres for
which CRP contracts will expire in 2012 and over the period
2012-2014, as well as the share of 2011 enrolled acres represented
by those expiring acres (an indicator of how much currently
enrolled CRP land may leave the program within the next 3 years).

levels in a county of net acres insured, policy premiums,
government-paid premium subsidies, and net indemnities to policy
holders through the Federal crop insurance program. These data are
displayed as totals (including all eligible crops except pasture,
rangeland, and forage) and separately for five key commodities:
corn, soybeans, wheat, upland cotton, and rice. Additionally,
viewers can explore the totals as a share of cropland acres (an
indicator of how much cropland in a county benefitted from the crop
insurance program) and the key commodity levels as a share of
planted acres for those crops on farms participating in FSA farm
programs (an indicator of the extent to which producers benefiting
from the crop insurance program also participated in FSA farm
programs). Viewers can also find data on the share of net acres and
premiums associated with revenue-based policies in a county (an
indicator of the extent to which producers have taken advantage of
opportunities to cover both price and yield risk).

Data Definitions and
Sources
Year
Definitions:
All years are program years, unless otherwise specified. Program
year refers to the year in which commodities covered by a program
were produced. Payments, enrollments, and other program
participation indicators that affect the commodities produced in a
particular year are referred to as belonging to that program year.
For the Milk Income Loss Contract (MILC) Program and the
Conservation Reserve Program (CRP), the program year is the same as
the fiscal year. Milk production data used in the map are for the
MILC program year, rather than the usual calendar year. Cropland
acres used in some of the maps are from the 2007 Census of
Agriculture, which reflects calendar year 2007 data.
Farm Program
Eligibility:
Eligibility for farm programs depends on several factors.
Programs can differ in what commodities are covered, whether
payments are based on current production and/or prices, when
program payments are triggered, and income limitations for
receiving payments. These eligibility differences can affect
participation levels in different areas, depending upon what
commodities are produced or were historically produced and local
conditions that trigger payments. A brief description of these
differences appears below. Further details can be found on the ERS
Farm & Commodity Policy
and Conservation Programs topics.
Direct and Countercyclical Program (DCP): Direct Payments are
available to producers with eligible historical production of
wheat, corn, grain sorghum, barley, oats, upland cotton, rice,
soybeans, other oilseeds, and peanuts and are made annually without
reference to current conditions. Countercyclical Payments are
available to producers with eligible historical production of
wheat, corn, grain sorghum, barley, oats, upland cotton, long- and
medium-grain rice, soybeans, other oilseeds, dry peas, lentils,
small and large chickpeas, and peanuts. Countercyclical payments
are made only when the effective price of a covered commodity falls
below its statutory target price.
Average Crop Revenue Election (ACRE):ACRE payments are available
to producers with eligible historical production of wheat, corn,
grain sorghum, barley, oats, upland cotton, rice, soybeans, other
oilseeds, dry peas, lentils, small chickpeas, and large chickpeas
and peanuts. Participants in the ACRE program receive payments if
current market revenue (what the producer receives from selling the
harvested crop) falls below both State- and farm-level guarantees
based on planted yields and national market prices. Additionally,
participants receive reduced Direct Payments on their base acres
associated with historical production.
Marketing Assistance Loan Program:Marketing assistance loans and
marketing loan benefits are available to producers of wheat, corn,
grain sorghum, barley, oats, upland cotton, extra-long staple (ELS)
cotton, long-and medium-grain rice, soybeans, other oilseeds,
peanuts, wool, mohair, honey, dry peas, lentils, and small and
large chickpeas. Marketing assistance loans allow producers to
obtain a low-interest loan after harvest for all or part of their
production and sell the commodity later to repay the loan.
Marketing loan benefits-marketing loan gains, certificate exchange
gains (discontinued after 2009), and loan deficiency payments-are
available only when the market price for the commodity falls below
the applicable loan rate.
Supplemental Revenue Assistance (SURE) Program:SURE payments are
based on a whole-farm revenue guarantee covering production of
almost all crops on the farm except for some crops not eligible per
statute or regulations, such as grazed forage, crops planted after
the initial crop, and subsequent crops planted in unapproved double
crop areas. Payments are made to eligible producers on farms in
disaster counties that incurred crop production or crop-quality
losses or both during the crop year.
Milk Income Loss Contract (MILC) Program:MILC payments are
available monthly to dairy producers when the price of milk falls
below a baseline price adjusted for feed costs. Payments are made
on a limited amount of production per operation per year (2.985
million pounds in 2009).
Conservation Reserve Program (CRP):CRP payments (including
rental payments, other incentives, and cost-share for implementing
conservation practices on land in the program) are made through
contracts with agricultural producers and landowners to retire
highly erodible and environmentally sensitive cropland and pasture
from production for 10-15 years. Enrolled land is planted to
grasses, trees, and other cover, thereby reducing erosion and water
pollution and providing other environmental benefits. Voluntary
offers from landowners to enroll in the program are accepted based
on ranking by an environmental benefits index (EBI) that accounts
for multiple environmental concerns, including water quality, air
quality, and soil erodibility, and by soil-specific rental rates.
The amount of land in the program, by county and nationally, is
subject to statutory limits.
Crop Insurance Program:Producers of more than 100 specific crops
can purchase insurance policies at a subsidized rate, under Federal
crop insurance programs. These insurance policies make indemnity
payments to producers based on current losses related to either
below-average yields (crop yield insurance) or below-average
revenue (revenue insurance). Policies are sold through private
insurance companies, but USDA's Risk Management Agency (RMA)
subsidizes the insurance premiums, as well as a portion of the
companies' administrative and operating expenses, and shares
underwriting gains and losses with the companies through a
reinsurance agreement.
Payment limitations:Individuals may receive up to $40,000 in DPs
and $65,000 in CCPs; these limits are adjusted for participants in
the ACRE program. The spouse of an operator is automatically
eligible to receive up to the same limits. There are no limits on
marketing loan benefits. A person or legal entity with average
adjusted gross nonfarm income in excess of $500,000 would not be
eligible for DPs, CCPs, ACRE payments, MLBs, SURE payments and
other disaster assistance, or MILC payments. A person or entity
with average adjusted gross farm income that exceeds $750,000 would
not be eligible for DPs. Eligibility for other payments would not
be affected as long as nonfarm income does not exceed the nonfarm
limits. A person or entity with average adjusted gross farm income
in excess of $1 million would not be eligible for SURE payments or
other disaster assistance, CRP or other conservation programs, or
ACRE, unless more than two-thirds of total average adjusted gross
income is farm income.
