State, accounting for the largest portion of WIC program
cost differences among States. Variations in caseload
composition of enrollees plays a much smaller role.

Supermarkets serving low-income shoppers differ in several
ways from other stores. But despite generally higher
prices in low-income areas, the stores’ operating
costs are not significantly different.
